Expert valuation of a land plot is required for purchase and sale, gifting, inheritance, leasing, insurance, and transfer of land ownership.

In addition, valuation is required for registering a land plot on a company’s balance sheet and determining its market value.

Expert land valuation is the process of determining the market value of a land plot based on a comprehensive analysis of various factors such as location, area, land category, infrastructure, market dynamics, and more.

Types of land plot valuation

Land plot valuation is divided into 2 types:

  • Normative monetary valuation of land plots;
  • Expert monetary valuation of land plots.

Normative monetary valuation of land plots

Normative monetary valuation of land plots is a valuation established in accordance with the Law of Ukraine “On Land Valuation”, based on rental income from the use of a land plot over a certain period of time.

Normative monetary valuation of land plots in Ukraine is carried out for various purposes, such as:

  • Taxation. Determining the tax base and calculating land taxes in accordance with current tax legislation.
  • State regulation of land relations. Determining compensation in the case of land plot withdrawal within the framework of state regulation of land relations, such as implementation of state projects, land reforms, and others.
  • State statistics. Conducting statistical monitoring of land resources and compiling statistical reports on land markets and land use.
  • Determining land plot prices for state and municipal needs. Determining land value during cadastral valuation, which is used for allocating land plots for state or municipal needs, such as road construction, social infrastructure facilities, placement of government and municipal organizations, and others.

Normative monetary valuation of land plots is one of the tools of state regulation of land relations in Ukraine and is carried out in accordance with established norms and methods defined by legislation.

Information on the normative monetary valuation of a specific land plot is issued in the form of an extract from the technical documentation on normative land valuation. Citizens can obtain such an extract only through administrative service centers established under local state administrations and local self-government bodies.

Expert monetary valuation of land plots

Expert monetary valuation of land plots in Ukraine is the process of determining the market value of land plots carried out by a qualified valuation expert in accordance with Ukrainian legislation. This valuation is conducted to determine the objective value of a land plot on a specific date and may be used for various purposes, such as:

  • Purchase and sale of land plots. Valuation helps the parties determine the fair market value of the land plot and reach agreement on the price during purchase or sale.
  • Lease and rental payments. Land valuation may also be used to determine rental payments when leasing land.
  • Lending and mortgages. Banks and financial institutions may require land valuation as collateral when granting land-secured loans or mortgages.
  • Taxation. Expert land valuation may also be used for determining the tax liabilities of landowners.
  • Appeals and dispute resolution. Land valuation may be used in disputes regarding land value or in resolving issues related to land rights and land agreements.

Expert monetary valuation of land plots in Ukraine is carried out in accordance with current legislation and valuation standards established in Ukraine and may only be performed by qualified valuation experts holding the appropriate valuation activity certificate and registration with state valuation authorities in Ukraine.
